{"id":380761,"date":"2018-05-29T23:36:43","date_gmt":"2018-05-29T21:36:43","guid":{"rendered":"https:\/\/www.spd-brueggen.de\/?p=380761"},"modified":"2018-06-27T07:58:34","modified_gmt":"2018-06-27T05:58:34","slug":"aenderung-der-hauptsatzung","status":"publish","type":"post","link":"https:\/\/www.spd-brueggen.de\/?p=380761","title":{"rendered":"\u00c4nderung der Hauptsatzung"},"content":{"rendered":"<p>In unserem Antrag vom 26.04.2018 (<a href=\"http:\/\/www.spd-brueggen.de\/?p=358959\" target=\"_blank\" rel=\"noopener\">\u2192 hier<\/a>) haben wir die Verwaltung von einer Abweichenden Rechtsauffassung zum Begriff &#8222;F\u00fchrungsfunktion&#8220; in Kenntnis gesetzt. Dieser Ausf\u00fchrung musste die Verwaltung nun folgen und der Rat hat den Antrag zur weiteren Ausformulierung des \u00a713 an den Hauptausschuss verwiesen.<\/p>\n<p>Was sich recht kleinlich anh\u00f6rt hat tiefgreifende Konsequenzen:\u00a0<span class=\"list-item-content\" contenteditable=\"true\"><i><span class=\"collapseomatic \" id=\"id69e056a4f2ff8\"  tabindex=\"0\"     >Weiterlesen<\/i><\/span><i><\/span><div id=\"target-id69e056a4f2ff8\" class=\"collapseomatic_content \"><\/i><\/p>\n<p>Bislang war der B\u00fcrgermeister in seinen Entscheidungen \u00fcber das Grunddverh\u00e4ltnis eines Beamten oder das Arbeitsverh\u00e4ltnis eines Bediensteten (also die Entscheidung \u00fcber Bef\u00f6rderung, Aufstieg, Anstellung, Versetzung in den Ruhestand oder die Entlassung) sehr frei. Nur auf Ebene der sogenannten Fachbereichsleitungen war vorab der Rat einzubeziehen.<\/p>\n<p>Nach unserer Auffassung war der Begriff der F\u00fchrungsfunktion jedoch bis zur Sachgebietsleitung zu erweitern.
